Armenia and Germany Sign Declaration on Strategic Partnership Agenda

Armenia’s Prime Minister, Nikol Pashinyan, and Germany’s Chancellor, Friedrich Merz, signed a joint declaration in Berlin on December 9 on the strategic agenda of bilateral partnership.

By signing the joint declaration, Merz and Pashinyan laid the foundation for further deepening relations between Germany and Armenia. The Chancellor mentioned Germany's plans to open a Goethe Institute in Yerevan and highlighted collaborations with universities and city partnerships. According to the Chancellor, there is significant potential in digital technology education and sustainable economic development, as reflected in the growing interest of German companies in Armenia.

Chancellor Merz reaffirmed Germany’s support for Armenia's efforts to move closer to the European Union. He stated: “Armenia now has a great, truly historic opportunity to embark on a European path."

Germany’s Chancellor noted that the peace deal signed by Armenia and Azerbaijan in Washington this August paves the way for deeper cooperation between Armenia and both the European Union and Germany.

“We welcomed Armenia’s desire to move closer to the European Union. Armenia is aware that many prerequisites must be met for EU membership. […] We aim to strengthen cooperation step by step.

[...] We agree that now Armenia and Azerbaijan have an excellent opportunity to follow the European path. This is an example of how such a peace process can develop through significant joint efforts, diplomacy, and mutual respect. I hope that this example will spread to other parts of Europe and the world. I want to repeat: the path to Europe is now open. We will agree on various forms of cooperation. You are witnessing one of them today,” the Chancellor said.

At the press conference, Friedrich Merz said that Prime Minister Pashinyan shared his vision for Armenia’s development, democratic reforms, and for a country and society that seeks to live peacefully with its neighbours and build prosperity.

“There is a disturbing circumstance that has become natural, where the enemies of democracy are taking measures in a hybrid manner, especially Russia is trying to sow some fears about rapprochement with the European Union and the West, about rapprochement of relations, and spreading misinformation about the values of the European Union,” the German Chancellor said.

According to Nikol Pashinyan, the signing of the declaration has brought relations between Armenia and Germany into a phase of strategic partnership.

“Germany is an important partner of Armenia both at the bilateral level and within the framework of the Armenia-European Union partnership.

The European integration process, which is gaining new momentum in Armenia, is based on the European aspirations of Armenian citizens and their commitment to democratic values, which was also expressed in March this year by the adoption by the National Assembly of the Republic of Armenia of the law “On the launch of the process of accession of the Republic of Armenia to the European Union”.

In this context, I highly value Germany’s support for the deepening of the Armenia-EU partnership, expecting continued political support on the difficult and long-term path to the European Union,” stated Nikol Pashinyan

He invited his German counterpart to attend the European Political Community summit in Yerevan in May next year. According to Merz, a visit to Yerevan is already included in his schedule.
