The online publishing "Mtis Ambebi" appealed to the Tbilisi City Court against the National Agency for the Protection of Cultural Heritage of Georgia. "Mtis Ambebi" requests the transfer of the decisions taken at the National Agency for the Protection of Cultural Heritage and the materials of the administrative proceedings conducted to make these decisions regarding the construction of the Alaverdi Resort Hotel near the Alaverdi Cathedral.

On February 12, "Mtis Ambebi" applied to the Cultural Heritage Protection Agency for the first time with the request to provide public information. However, the agency did not provide public information. On June 10, "Mtis Ambebi" requested the materials again, but the agency left the statement of "Mtis Ambebi" unanswered within the maximum period established by law for providing public information. Furthermore, the director of the agency, Nikoloz Aznaurashvili, did not even consider the administrative complaint of "Mtis Ambebi", after which the publication applied to the Tbilisi City Court on August 1st.
On February 3, 2022, then-Minister of Environmental Protection and Agriculture of Georgia Levan Davitashvili, who is currently the Minister of Economics and Sustainable Development and Vice Prime Minister, laid the foundation for the illegal construction of the Alaverdi Resort Hotel on the land belonging to the Patriarchate, near the Alaverdi Cathedral.
Alaverdi Diocese is building a premium class hotel with the "Badagoni" company. Governor of Kakheti Irakli Shioshvili, Mayor of Akhmet Municipality Alexi Fitskhelauri, Member of Parliament Irakli Kadagishvili, Metropolitan Davit of Abba Alaverdi attended the event in Alaverdi.
The plot of land intended for construction is in the area of visual protection of Alaverdi Cathedral as a cultural heritage monument of national importance.
The archpriest of Alaverdi Diocese applied to the mayor of Akhmet municipality, Alexi Fitskhelauri, to issue a construction permit only after "Mtis Ambebi" requested documents related to the construction from the state agencies. Although the construction permit has not yet been issued, the Alaverdi Diocese and the "Badagon" company have already completed the construction of the central part of the first floor of the building. The Akhmeta Municipality City Hall has not reacted to the violation of the law (unauthorized construction, especially in the protection of the cultural heritage monument). The construction works of the hotel were stopped only after "Mtis Ambebi" started a dispute against the City Hall of Akhmeta Municipality and the Ministry of Culture in Telavi and Tbilisi courts, demanding the transfer of complete documentation related to the construction. Currently, "Mtis Ambebi" is in a legal dispute with three agencies.
