The fine for defacing territory within a municipality's administrative boundaries will increase twentyfold, rising from 50 GEL to 1000 GEL. Repeated violations of the same act will result in a fine of 2000 GEL, four times higher than the current penalty of 500 GEL.

The Georgian Dream party will approve amendments to Article 150 of the Code of Administrative Offenses, which have already been adopted in two readings. The third and final reading will take place on Friday, December 13, during the plenary session.
Distortion of appearance refers to the unauthorized application of various types of inscriptions, drawings, and symbols on the facades of buildings, shop windows, fences, columns, trees, and plants. It also includes the placement of posters, slogans, and banners in undesignated areas, as well as leaving fences and buildings unpainted.
The fine for unauthorized application of inscriptions, drawings, or symbols on the facades of administrative buildings and their adjacent territories, including pedestrian and vehicle walkways, will increase from 500 GEL to 2000 GEL. Repeat violations will result in a fine of 3000 GEL or, if deemed insufficient based on the circumstances and the violator's profile, administrative detention for up to 15 days. Currently, the fine for such actions is 1000 GEL. Defacing the appearance of a territory within a cultural heritage protection zone will result in a fine of 2000 GEL, up from the current 1000 GEL. For repeat violations, the fine will increase to 3500 GEL, instead of the current 2000 GEL.
Failure to correct a violation stipulated under Article 150 within 10 days of being fined will result in a fine of 1000 GEL, instead of the current 500 GEL.
Amendments are also included in Article 150². The fine for distorting the appearance of the Tbilisi City Municipality will rise from 200 GEL to 1000 GEL. Repeat violations will result in a fine of 2000 GEL, up from the current 1000 GEL.
Unauthorized application of inscriptions, drawings, or symbols on the facades of administrative buildings within the Tbilisi City Municipality, as well as their adjacent territories, including pedestrian and vehicle walkways, will result in a fine of 2000 GEL, up from the current 1000 GEL. Repeat offenses will be fined 3000 GEL, instead of the current 2000 GEL.
The fine for distorting the appearance of a city in a cultural heritage protection zone will double to 2000 GEL. For repeat violations, the fine will rise to 3500 GEL, up from the current 2000 GEL.The fine for vandalism will increase from 300 GEL to 1000 GEL. According to Article 166², this includes intentional damage or destruction of infrastructure or inventory located in public spaces such as squares, roads, parks, underpasses, and other facilities intended for public use. It also applies to intentional damage or destruction of road signs, traffic lights, outdoor surveillance cameras, public transport, or inventory within public transport.
If a person previously fined for committing an administrative offense violates this article again, they will face a fine of 2000 GEL, up from the current 500 GEL, or administrative imprisonment for up to five days.
