The Georgian President Salome Zourabichvili vetoed changes to the Election Code that would reduce the required quorum for CEC decisions from two-thirds to a simple majority of its full composition. As Zourabichvili stated, this change would eliminate the need for consensus between parties in CEC decision-making, allowing the ruling party to make decisions unilaterally.

Members of the ruling Georgian Dream initiated changes to the Election Code of Georgia on May 2 and adopted them in an accelerated manner on May 30. In the third and final reading, 80 MPs supported the bill.
Based on the draft law, an amendment is added to the Election Code stipulating that if a decision requiring the support of at least two-thirds of the full membership of the CEC fails to pass in a vote during a CEC session, it will be re-voted upon during the same session. In such a scenario, the decision will be deemed adopted if it receives the majority support of the full composition of the CEC.
The amendment also specifies that the involvement or remuneration of a temporary member of the District Election Commission, a member of the auxiliary or technical staff of the District Election Commission, or a member of the Precinct Election Commission shall not negatively impact their registration in the unified database of socially vulnerable families. This ensures their eligibility for social assistance, social credits, state loans, distribution of social benefits, and participation in state employment promotion programs or related sub-programs.
It is expected that the parliamentary majority of Georgian Dream will override the president's veto.
