Russian President Vladimir Putin congratulated the occupied region of Abkhazia on the 31st anniversary of its "victory and independence." In a letter addressed to the de facto president, Aslan Bzhania, Putin expressed his wishes for peace and prosperity to the people of Abkhazia.

"Please accept my sincere congratulations on the national holiday of the Republic of Abkhazia – Victory and Independence Day. Russian-Abkhazian relations are successfully developing based on the principles of alliance and strategic partnership. I am confident that, through our joint efforts, we will ensure further expansion of bilateral cooperation in various fields. Russia will continue to actively assist the government and people of Abkhazia in addressing the tasks of state development. I sincerely wish you good health and success, and peace and prosperity to all your citizens," Putin wrote to Bzhania.
A letter from Russian Prime Minister Mikhail Mishustin was also published, congratulating Alexander Ankvab, the prime minister of the de facto republic, on September 30.
"Victory and Independence Day" is celebrated in Abkhazia on September 30. 31 years ago, on September 30, 1993, three days after the fall of Sukhumi, separatists, supported by Russian military resources and mercenary units, occupied Abkhazia.
