Russian President Vladimir Putin has submitted an agreement on the development of military-technical cooperation with South Ossetia for ratification by the State Duma. The document, signed in occupied Tskhinvali on August 23, 2023, outlines this cooperation.

According to Russian state media, the explanatory note states that "the agreement aims to deepen cooperation in the military-technical field."
"Implementation of this agreement will contribute to enhancing cooperation in the military-technical field to strengthen the defense capabilities of the Russian Federation and the Republic of South Ossetia," the Russian government's conclusion states.
Additionally, Putin appointed Ramil Saifutdinov, the deputy director of the Federal Service for Military-Technical Cooperation, as his official representative for the ratification of the agreement.
In 2015, Russia and the de facto Republic of South Ossetia signed an alliance and integration agreement, which outlines the creation of a common space for defense and security. Russia committed to providing de facto protection and security for South Ossetia. The agreement specifies that aggression by another state against one of the countries is considered aggression against both countries.
