The Georgian State Security Service head, Grigol Liluashvili, explained the term Global War Party. Following his speech in parliament, he told journalists that it refers to political entities whose rhetoric aims to create focal points of tension and establish a second front.

"In my opinion, this is a matter of interpretation. The party may not even be physically registered. Global War Party is a political term. It likely includes all those political entities whose rhetoric aims to create focal points of tension and open a second front. We have seen such damaging statements both last year and this year. Perhaps it is a combination of these. And this party does not have a specific geography.

If you look into the television archives, you can easily find our report with names and surnames. The actions are spelled out, and although it may strain the reader's mind, you will definitely identify the names and surnames yourself. The representatives are not partners; they are specific political figures and interest groups who are accomplices on political grounds. The role and participation of all those actors interested in disrupting a peaceful, stable country on the right track will be investigated," Liluashvili said.

In response to the question of who is waging a hybrid war - a topic often discussed but with the responsible parties unknown to the public - Grigol Liluashvili explained that discussions on this issue are conducted in a closed format. He added that the MPs present understood which forces were being referred to.

Grigol Liluashvili presented the 2023 activity report of the State Security Service of Georgia to Parliament. As he said, the ongoing military operations in Ukraine have had a serious negative impact on Georgia's security environment, particularly given that the country is under occupation and constantly pressured by so-called hybrid war tools. Liluashvili emphasized that "amid these challenges, last year, various internal and external factors additionally sought to aggravate the political situation in Georgia, prepare the ground for a violent change of government, and mobilize resources." As the Security Service head stated, all necessary measures were taken, allowing them to prevent and neutralize actions that could have damaged the country's national interests.
