The constitutional court of the De facto Republic of Abkhazia did not consider and returned the Parliament the appeal on the issue of the transfer of the Bichvinti state country house to Russia.

On August 3, the apparatus of the so-called Constitutional Court determined that the appeal did not meet the requirements of the "Code of the Republic of Abkhazia on Constitutional Jurisdiction". The apparatus of the so-called Constitutional Court also indicates that the Parliament does not state its position on the issue in the appeal and does not provide legal justification:
"A request to check the conformity of an international agreement with the constitution, which has not yet entered into force, is admissible if the applicant considers that the agreement is not subject to entry into force and application in the Republic of Abkhazia due to inconsistency with the constitution. The applicant is obliged to state his legal position on the unconstitutionality of the agreement by referring to the relevant provisions of the Constitution".
The de facto Parliament of Abkhazia has the right to appeal the constitutional court decision within three days or to appeal to the court again after eliminating the deficiencies.
The de facto government of occupied Abkhazia is considering the issue of handing over the Bichvinti state country house to the Russian Federation. However, the so-called Parliament disagrees and requested the so-called constitutional court review the constitutionality of the agreement signed on January 19, 2022.
The so-called agreement includes the transfer of the country house complex to Russia free of charge, and the land and surrounding sea area will be leased. The President of the Russian Federation, Vladimir Putin, visited the Bichvinta country house three times, and it is planned to build his residence there.
According to the de facto authorities, Russia has been demanding the handover of the Bichvinta country house for 12 years as the so-called President Aslan Bzhania declared that the property should be handed over not to business structures and random people but to the leader who, in his opinion, has done a lot for Abkhazia.
Irakli Gharibashvili, the Prime Minister of Georgia, commented on the issue of the transfer of the occupied Bichvinta territory to Russia on July 29.
"I want to say the main thing and remind you all: not only Bichvinta but all of Abkhazia, our indigenous historical territory and Samachablo, Tskhinvali region is temporarily occupied by Russia.
I would ask our politicians not to make too much noise. I want to remind you that due to their foolish policy, we lost Kodori valley, which had nothing to do with this conflict and more than 100 villages.
With our reasonable policy, we are ensuring peace, tranquillity, and stability are maintained in the country, and we will unite our country with our equally rational approach," Gharibashvili said.
The area of Bichvinti State Country House exceeds 180 hectares. The facility was given to the Russian Federation for free use in 1995.
