The Tbilisi City Court has suspended the July 15 decree by the President of Georgia appointing Kakha Tsikarishvili as a non-judge member of the Supreme Council of Justice. This decision is based on a lawsuit filed by Manuchar Kakochashvili, one of the five candidates vying for the vacancy in the Supreme Council of Justice. Kakha Tsikarishvili was scheduled to attend his first session of the Supreme Council of Justice tomorrow, July 23.

In a statement released by the court, it was announced that on July 22, the Board of Administrative Affairs accepted Manuchar Kakochashvili's lawsuit against the President of Georgia.
"The plaintiff requested the annulment of the decree issued by the President of Georgia on July 15, 2024, appointing K.TS. as a member of the Supreme Council of Justice of Georgia and the issuance of a new order for the President of Georgia to appoint the plaintiff as a member of the Supreme Council of Justice of Georgia.
In the same suit, the plaintiff sought to suspend the effect of the President of Georgia's decree of July 15, 2024, until the end of the proceedings, and to prohibit the President of Georgia from holding a new competition and appointing another new member to the Supreme Council of Justice of Georgia (in any form) until the end of the proceedings.
According to the decision of the Administrative Affairs Board of the Tbilisi City Court dated July 22, 2024, M.K. 's petition for securing the claim was approved. According to the court's decision, the effect of the President of Georgia's decree of July 15, 2024, was suspended until the end of the proceedings. At the same time, the President of Georgia was prohibited from conducting a new competition and appointing another new member to the Supreme Council of Justice of Georgia (in any form) until the final completion of the proceedings in the case," stated the Tbilisi City Court.
President Zourabichvili announced the competition to select a non-judge member of the Supreme Council of Justice on June 21. Five candidates expressed their desire to fill the vacant position: former deputy public defender Giorgi Burjanadze, former parliamentary secretary of the president Dimitri Gabunia, lawyer Manuchar Kakochashvili, who previously sought this position but was not supported by parliament, member of the group of independent lawyers Kakha Tsikarishvili, and professor of the National University of Georgia Tamar Alpaidze.
The selection commission created by the president recommended the candidacies of Kakha Tsikarishvili and Giorgi Burjanadze. Salome Zourabichvili ultimately chose Tsikarishvili and issued the decree on his appointment on July 15.
