The candidacy of Kakha Tsikarishvili and Giorgi Burjanadze, the former Deputy Public Defender, was recommended by the selection commission established by the President. It was announced today that Salome Zourabichvili chose Tsikarishvili and issued a decree for his appointment.
During his interview with the selection commission, Kakha Tsikarishvili identified the existence of a clan as the primary issue within the judicial system, which he described as a mafia-like group.
"This is how such groups are referred to in international literature concerning judicial systems, which serve their own interests and take actions to maintain their power. In the judicial system, this group served the previous government and now serves the Georgian Dream government," Tsikarishvili noted.
According to him, judges who are more independent either leave the system entirely or remain at lower levels, while those loyal to the clan advance to appeals and cassation courts. "Essentially, the entire judicial system is structured in reverse. The hierarchy of the courts contradicts the values that should be upheld. This is a significant issue that does not have simple solutions; it requires a highly complex approach," Kakha Tsikarishvili emphasized.
The Supreme Council of Justice serves as a coordinating body for the judicial system, tasked with promoting quality and efficient justice. It appoints judges to district and appeals courts and selects candidates for the Supreme Court, forwarding them to parliament for approval. The council comprises 15 members, including six non-judge members. The President has the authority to appoint one non-judge member.
President Zourabichvili announced the competition to select a non-judge member of the Supreme Council of Justice on June 21. Five candidates expressed their interest in filling the vacant position.
