From July 1, 2024, non-electronic (laminated) ID cards issued before July 28, 2011, will be canceled. Starting tomorrow, March 15, citizens will be able to replace their laminated ID cards with an ID card free of charge.

"To replace the non-electronic (laminated) ID card issued before July 28, 2011, with an electronic ID card (ID card) free of charge, citizens are instructed to contact the houses of justice and mobile houses of justice throughout the country," the Ministry of Justice appeals.
At the end of last year, the Parliament swiftly adopted an amendment to the law on the procedure for issuing identity cards. According to this amendment, non-electronic identity cards are to be canceled and replaced with ID cards. The law also specifies that the new Georgian citizen ID cards issued to holders of non-electronic ID cards will contain the same identification data as the original cards.
The reason for replacing non-electronic ID cards with ID cards was the election procedures, particularly the introduction of electronic voting methods that require the use of an ID card. The authors of the legislative amendments stated that there are tens of thousands of valid non-electronic identity cards belonging to Georgian citizens. These cards are still held by voters and are valid for either life or 20 years.
