On November 25, at 12:00, the first plenary session of Georgia's Parliament for the 11th convocation will commence. Employees of online media outlets will not be permitted to work within the legislative building.

As per a statement released by the Parliament, the yellow level of security will be in effect at the Parliament Palace of Georgia on November 25. Only invited individuals and a maximum of two groups of accredited TV broadcasters from each media outlet will be permitted to attend parliamentary events.
In accordance with Order No. 1/259/23 issued by the Chairman of the Parliament of Georgia on September 4, 2023, titled "Regarding the Approval of the Rules for Security Protection in the Palace of the Parliament of Georgia," visitors will be restricted from entering the Parliament Palace on November 25. Only individuals invited by the relevant structural units will be allowed to attend the planned parliamentary events, including committee and plenary sessions.
No more than two accredited teams of TV broadcasters or telemedia representatives from each broadcaster will be allowed in the building until the conclusion of parliamentary events. The purpose of these measures is to ensure a safe and secure working environment in the Parliament Palace of Georgia," the Parliament's statement reads.
On November 25, Georgian Dream plans to hold the first session of Parliament and announce its powers, despite the session not being scheduled by the president in accordance with the constitution. The ruling party has not invited representatives of diplomatic missions accredited to Georgia to the session.
The legitimacy of the Parliament is not recognized by opposition parties that, according to the Central Election Commission, passed the electoral threshold, nor by President Salome Zourabichvili.
On Monday, starting at 9:00 a.m., a protest action will take place near the Parliament. Opposition representatives, along with their supporters, began gathering on Rustaveli Avenue on Sunday evening and plan to spend the night there.
The Ministry of Internal Affairs has warned the organizers and participants of the protest that blocking the Parliament building constitutes a criminal offense punishable by up to four years of imprisonment.
