Speaker of the Parliament of Georgia Shalva Papuashvili states that the US Agency for International Development [USAID] is spending the money of the American taxpayer to train riot-inspiring groups in foreign countries.

‘’This is a black day in the history of American aid to Georgia, where we saw that the money of the American people is being spent to plan revolutionary processes, to deliberately prepare people for stirring up disorder and to provoke violence.
It is important that due clarifications are made from USAID, which has been getting caught up in such scandals for several years now," Papuashvili told journalists regarding today's statement of the State Security Service. On October 2, at a briefing held in SSSG, they said that the members of the "Canvas" organization operating in Serbia, which trained young people, civil activists, and non-governmental organizations in Georgia for the planned coup in October-December, came to Tbilisi at the invitation of the USAID program.
Papuashvili also recalled the mistake made in the results of the parallel counting of votes conducted by the non-governmental organization "Fair Elections" during the 2020 parliamentary elections, after which the director of the organization resigned.
‘’We saw that the so-called parallel count results published by ISFED in 2020, fake results, caused an uproar then. It was later revealed that the ISFED said that its donor, USAID, knew that the results were bad and hid it from the public, nor did it tell the authorities and the people.
USAID representatives have not commented on this to date, and haven't explained why they hid from the Georgian people that the results of the parallel counting were flawed. These false parallel count results were seen as the root cause of the upheaval that followed.
"They should explain why the money of the American taxpayer is being spent for training groups inciting riots and provoking violence," Papuashvili said.
Chairman of the ruling party Georgian Dream Irakli Kobakhidze addressed today's announcement of the State Security Service. "It's a shame that USAID funding is behind all of this. We will need to hear explanations from our friendly state regarding this. We will not allow a revolution or a second front," said Kobakhidze.
SSSG reported on September 18 that a certain group is planning to organize destabilization and civil unrest in Georgia in October-December of this year, the ultimate goal of which is to violently overthrow the government. According to Bacha Mgeladze, the Deputy Director of the Counter-Terrorist Center, the period has been deliberately chosen when the European Commission's interim and EU's final conclusions regarding Georgia's status as a candidate for EU membership should be published.
