The parliamentary majority is set to initiate today the legislative package On Family Values ​​and Protection of Minors, which restricts the rights of LGBT people, including freedom of assembly, speech, and expression. One of the planned amendments to the Labor Code envisions establishing Family Sanctity Day on May 17 and declaring it invalid.

The Parliament Speaker Shalva Papuashvili stated at today's briefing that the legislative amendments will be adopted in the first reading before the end of the current spring session.

"The package consists of one main bill and 18 secondary bills, which include changes to various laws such as the Civil Code, the Labor Code, and legislation on education," Papuashvili said, discussing the main changes:

  • "Regarding the issue of marriage, the constitution of 2017 regulates marriage as a union between a man and a woman for the purpose of creating a family. However, there have been discussions about introducing alternative forms of marriage in Georgia. Therefore, it will be stipulated by law that registering an alternative marriage union, which contradicts the conditions of marriage established by Georgian legislation, is not allowed. In other words, there will be no union between a woman and a man;
  • The second issue concerns adoption, particularly the adoption of a minor by individuals who identify as a different gender or are not heterosexual. This includes single individuals seeking to adopt;
  • The third issue pertains to sex reassignment surgery. Specifically, it will be prohibited for individuals to undergo sex reassignment surgery or any other form of medical manipulation;
  • Fourth, the issue concerns indicating sex in state-issued documents. It will be prohibited to indicate a person's sex other than their own within their identity document or any other document issued by the state;
  • Fifth, the issue concerns the prohibition of propaganda in the education sector. It will not be allowed to promote LGBT propaganda in educational institutions. This includes promoting information that encourages identifying with a sex different from one's own, same-sex relationships, or incest;
  • Sixth, regarding the dissemination of information, broadcasters will not be allowed to air content that promotes identifying with a sex different from one's own, same-sex relationships, or incest. This prohibition includes not broadcasting scenes depicting intimate relationships between individuals of the same sex or scenes of incest. Additionally, advertising such content will be prohibited;
  • The seventh issue pertains to assembly and demonstrations. Public gatherings or demonstrations aimed at promoting a person's identification with a sex different from their own, same-sex relationships, or incest will not be allowed;
  • The eighth issue relates to labor relations, both in private and public institutions. Any obligation imposed within the framework of the labor relationship that aims to disregard biological sex will be deemed invalid," stated Papuashvili

The ruling party has also introduced the constitutional bill On Family Values ​​and Protection of Minors; however, it cannot amend the Constitution without the opposition's support. Georgian Dream has enough votes in parliament to pass the laws presented by Shalva Papuashvili today.
