In a span of about a year, from March 1, 2022, to April 26, 2023, Russian citizens have purchased a total of 474,649 square meters of land in Georgia. This figure was provided by the National Agency of Public Registry to Tamar Kordzaia, a member of the parliament.

The total area of empty land plots registered in the ownership of Russian citizens is 265,049 sq.m., and the total area of land housing buildings and structures is 209,600 sq.m. The total area of residential apartments registered by Russian citizens made up 424,449.823 sq.m.
Throughout Georgia, in the 6 months between October 13, 2022, and April 26, 2023:
- 3878 citizens of Russia were registered in 4745 residential apartment units
- 404 Russian citizens registered land rights on 543 empty land plots, which make up a total area of 104,098 sq.m.
- 829 Russian citizens registered 886 plots of land with buildings/structures with a combined area of 118,213 sq.m.
- 8872 sole proprietorships were registered by Russian citizens.
- 889 citizens of Russia were registered as shareowners and/or founders of 646 legal entities (LLC, LP, GPC, cooperative, NNLE)
Tamar Kordzaia stated today at the plenary session of the parliament that these numbers are quite significant for a small country like Georgia.
“All this was before the resumption of direct flights. Russian citizens enter Georgia, conduct business, and buy real estate. Why did we need to restore direct flights, which would allegedly stimulate economic growth according to Irakli Kobakhidze, if not to show Europe our negative attitude and that we are not really their allies?
Why are we forgetting how much Europe has done for us, and how much support they are showing Georgia? It is thanks to them that we have peace in our country. It is wrong to talk about financial benefits that we can get and that the EU is getting, and to capitalize on poverty when Russian citizens are killing the Ukrainians.
No one is telling us to do without natural resources. We are told to uphold a minimum standard and not to get involved with Russia more than we need to. Resumption of direct flights was hardly a primary necessity, and all it did was damage the reputation of our country,” said Kordzaia.
Tamar Kordzaia also requested data from the Public Registry on legal entities who are exporting goods from Georgia to Russia, with the exported products to be specified. The state body did not satisfy this request on the grounds that this information constitutes customs secret.
“It is unacceptable that they are not providing such information to us, members of parliament. They should provide the data and we will uphold confidentiality, as this is our right as the controllers,” remarked the deputy.
According to the data provided by the Ministry of Justice in March 2023 to Paata Manjgaladze, a member of the Parliament of Georgia, in the period from February 24, 2022, to February 8, 2023, Georgian citizenship was granted to 3297 citizens of Russia.
