The Mayor of Tbilisi and General Secretary of Georgian Dream, Kakha Kaladze, has appealed to the National Enforcement Bureau against Pirveli television company. He demands the execution of the court decision requiring the TV company to pay him 15,000 GEL and issue a retraction of the defamatory statements. Nodar Meladze, the head of Pirveli’s information service, says that the mayor is attempting to exert pressure on them.

"Today we have initiated the enforcement of the legally binding decision, and likely by tomorrow or the day after, the demands from the enforcement bureau will be sent to the other party. They are obligated to comply with the given decision," Kakha Kaladze's lawyer, Dimitri Gabunia, told journalists. He also explained the potential consequences of non-compliance:
"We are requesting this amount and hope that enforcement will not be necessary, but if the amount is not paid, enforcement will naturally commence." According to the Law on Enforcement Proceedings, if the amount is not paid voluntarily, both immovable and movable property, including accounts, may be seized. Failure to execute the court decision may also lead to criminal prosecution of the responsible individual, as stipulated by law."
The head of "Pirveli" information service, Nodar Meladze, believes that Kakha Kaladze's demand for the enforcement of the court decision made in 2023 is directly related to an investigative report set to air tomorrow, July 27.
"We are in a waiting mode. Based on the request from the Mayor of Tbilisi, Kakha Kaladze, we anticipate the seizure of television accounts and property. The basis for the enforcement request is last year's court decision involving the clan sanctioned by the US for corruption - referred to as the 'Mamulashvili case.'
Why has Kaladze revived this case now? Tomorrow, there will be a report on Kaladze's undeclared property, valued at hundreds of thousands of GEL. There is evidence that this property is under his control, although it is not listed in his declaration. We sent an inquiry to the mayor, and his response was to remind us of the case we 'lost.' An enforcement request was submitted today.
If the station lacks the funds to pay, the enforcement bureau could seize and auction the station's property, such as microphones, cameras, chairs, and computers, with the proceeds going to Kaladze," Meladze wrote on social media.
Kakha Kaladze filed a lawsuit against TV Pirveli and its journalist, Maia Mamulashvili, in June 2022. According to the lawsuit, the TV host, without specifying the source, claimed in an affidavit that Kaladze received 60 million from tenders. Through the court, Kaladze sought a retraction of the defamatory statements and 100,000 GEL in moral damages. On November 30, 2022, the court ruled in favor of Kaladze. Judge Zaal Maruashvili ordered Pirveli and Maia Mamulashvili to retract the defamation and jointly pay 15 000 GEL to Kaladze. Higher courts upheld the city court's decision.
