The temporary restriction will not affect the member states of the Eurasian Economic Union (Armenia, Belarus, Kazakhstan, Kyrgyzstan), Mongolia, Uzbekistan, as well as the de facto republics of Abkhazia and South Ossetia.
According to an RBC publication, Vice Prime Minister Alexander Novak addressed the Prime Minister with a proposal to temporarily ban the export of gasoline. In a letter dated February 21, he notes that demand for fuel in the domestic market will soon increase due to the period of spring field work, scheduled maintenance at oil refineries, as well as summer vacations.
The ban is likely to affect Georgia as well because oil and oil products are the largest groups of goods imported from Russia to Georgia. According to the data of the National Statistics Service, in 2023, 771 395.3 tons of oil and oil products worth 552 138,600 USD entered Georgia from Russia.
Russia applied similar measures last year as well. In September 2023, due to a sharp increase in wholesale prices, the Cabinet of Ministers introduced a ban on the export of gasoline and diesel fuel, which was lifted in November. Currently, the Russian government is imposing restrictions in the wake of a series of attacks on oil facilities. Since the beginning of the year, at least 6 oil refineries in Bryansk, Volgograd, Krasnodar, Leningrad, and Nizhny Novgorod regions have been damaged by drone attacks. The Russian government blames Ukraine for the attacks.
